It's Egyptian, made in 1971 at Ammunition factory No. 10 in Alexandria. The markings read (Clockwise from top left): 10, 7.62, 71, ARE (Arab Republic of Egypt).
This headstamp is quite common in the UK. There was a lot of this ammunition sold as surplus a few years ago, and it can still be found being used at Bisley and other ranges today.
