The upper object is most likely a drill cartridge (dummy), recognizable by the notches you can see (and feel) on the case.
Considering the large number of calibers in the world, an exact measurement of the cartridge must be made for a determination.
For the caliber 5.45 × 39 mm mentioned above we need for example:
Bullet diameter 5.60 mm (0.220 in)
Case length 39.82 mm (1.568 in)
Overall length 57.00 mm (2.244 in)
The drill cartridges are indeed sometimes a little bit shorter in terms of overall length.
The base stamp could indicate Russian manufacture. But to be honest, I can't tell enough from the second photo .
