Identification Required

Can anybody identify this item?
I have been told (by a normally reliable source) that it is a cable cutter for seamines.

It's located in Cambodia and they have no idea what it is.
A reference would also be helpful.

If it is - they're called Paravanes - I've had a quick Google, but can't find an exact match.
