I think the image shows a manifold for refilling ballons with hydrogen. the "projectiles" are hydrogen tanks.

US had monopoly on Helium, German balloons used hydrogen, which went up quicky.There are photos of balloon observers bailing out under fireballs. Even in the 30's the Germans used hydrogen which resulted in the Hindenburgh disaster.
