Look there, it's Russian fuze. Your device maybe Bulgarian copy of them.

I don't beleive the item in the photo is the SVP as the SVP is the same size as the PMN fuze (I had to write a tech report on one years ago).

What is shown is a lead shear delay firing device hence the color coded strips attached to the outside of the device.
