Is this a 7.7cm manoeuver casing?

I have this very short 7.7cm casing, and I wonder if it's a Manoeuvre Kartushe? It's exactly 10cm long, dated 1897 and has some kind of remnants of tin or lead inside the lip as seen on the photos. Or is it just a cut down casing?
