Is this a Blacker Bombard swivel base

I photographed this concrete object by a main road in the Derbyshire area.

Is this the base of a Blacker Bombard launcher? If not, what was it used for?

Not sure what it is but its not a spigot mortar pedestal.

All the Spigot mortar bases I have seen have had stainless steel pintles , and from memory have been proofed as well.
