Due to its characteristics, I would say no. It looks like a digger tooth or something similar. If it were a fuze, the threads would extend to the bottom of the flange. Since there is a gap between the threads and flange, it would seem that it was designed to pass through something (the thickness of the gap betwwen threads and flange) and then be held by something on the threads. Additionally, the threads on the outside of the flange show that something else would attach that doesn't require much of a hold since the threads are minimal. Engineering rule of thumb says a minimum of three threads for an attachment.

To me the above statement says there would be a 'remove before firing' type cap. Is there any way you can clean out the inside and see what is there ? If it is hollow all the way through then the corroded cap may well be just a thread protector.
