Looks quite typical German, however depends on dimensions and markings which should exist if German. Conical part of fuze looks German as well, but the cylindrical part not - perhaps a threaded connector has been screwed in place of tracer to attach it on something else for decorative purposes? Detail pictures would clarify this all.
