Is this a sectioned 18 pounder?

Hi,
Can anyone tell me more about this sectioned shrapnel shell?
the diameter is approx. 84 mm and the length is approx. 30 cm.
There are no useful markings on the projectile or the fuze - the scale on the fuze goes from 2 to 14 and there is half of a British "crows' foot" arrow. The base of the shell is stamped with the numbers 4, 3 and 1 and 38.
I would like to know if it's an 18 pounder, and what type of fuze is fitted.
