Is this an arming vane?

This was found buried in the grounds of the Manx Aviation & Military Museum. We are on an old Royal Navy training airfield. There are no markings on it - I assume they were on the central alloy section which is badly corroded. It measures approx 3 inches (76mm) wide.

Ordnance really isn't my field, so can anybody identify it, please?
