Is this military or something else?

This ring is for sale in local internet auction. It was found in 1950's at Somme. I have no dimension details, but I know that ring size is 19 mm. Material is brass or bronze.

How does it work? If the case jams in chamber there is no space for this?
 
When a shotgun barrel is opened the case is pushed out partly on a non-ejector gun, a finger is slipped through the ring, the case extractor hooks over the exposed rim and the case is then pulled out from the chamber.
If a case extractor is not used the rim has to be grasped by the finger tips.

Last question, this must be civilian, not military? The seller says it was used by German elite troops in WWI, but I doubt they used shotguns?

Yes, civilian. They were used in most countries and usually follow the same basic design, although some are combined with a whistle or small folding knife, or a star-wheel extractor for separated cases.

There are usually some on eBay, naturabuy, and other sites selling hunting related items.

I don't have one, but believe that when you rotate the handle one of the wheels cams out of alignment and the points on the wheels dig into the inside of the case wall allowing it to be pulled out.
