Is this some 51mm sub-cal rocket?

What is this possible sub-cal 51mm rocket?
It is 290mm overall length and body is 49mm and 50mm at widest part and 20mm thinnest stem. The tail is 51mm diameter.

If the black plastic tail is removed it has a 6 hole disc and a hole in the centre. Perhaps some sort of venturi at the rear?
The centre stem is hollow then blind where it screws into the main body.
There are 4 x6mm holes in the cone part so perhaps a smoke practice round of some sort?
The fuze is missing but has a 2.5mm hole into the main body. It is all shiny steel and looks unused.
Any ID help is welcome.
