is this thing a Victorian fuze?

good morning, my latest 'what is it' is brass, 2.5 inches long & 1.5 inches wide at the top (or it could be the bottom if its a base fuze). The 'filling holes', if that is what they are, are at the side. Sea recovered, in the same area was a brass boxer fuze and a transit plug from a lead coated or stud shell. But does anyone have any idea what this thing is?
