As far as improvisation is concerned in GOD's land, this doesn't suprise me in the least. After British troops left they developed the STEN on their own machinery and used brass lip stick cases for brass casings for their rifle ammo. They also used Enfields, Mill's, and even old German Mausers (98Ks). From other sources, it seems that a small minority of British troops might have even cached some weapons for them. Also, the communist/marxists led the Nicaraguan military had the Cubans send grenades to them in Tomato cans. By the way each fuse for their F1s, RG-42s, and the RGD-5s, were packed seperatley inside the same can. Something interesting to note here is that each fuse and on the detonater itself had a numerical designation of 0-4. These were seconds for the delay.
