Israeli small nylon 'ammo' pouches?

there seem to be a lot of these around... they have 12 loops inside; what are these pouches for specifically? if for ammo, loops look too small for shotgun cartridges, so perhaps for 7.62 or 5.56 sharpshooter/sniper rounds??
