Italian? mg training device?

I bought this recently for no other reason than it was odd and I hadn't seen the like before. The 2 outer rounds are steel and the inner are aluminium. They are very much like the Italian Carcano round but what the drum piece is, heaven only knows. There are no markings at all.

Has anyone seen one of these things before and can positively identify it?

Thanks for that. I'm not good with gothic German script but from the title, is this some sort of safety device to prevent damage to the gun during transportation?

No, it is a part of the feed mechanism.
