Japanese Shell case ?

Picked up this case , think it may be Japanese ? Can anyone read the date ?Thank you for any help

Primer - Osaka, October 1940.

If possible, could you post accurate dimensions of case mouth diameter, case length and rim diameter in mm?

This will make it easier to say whether the case has been cut.
