Japanese trainer???? One I have never seen

Curious, why are you certain that it is a trainer?
 
Really I'm not certain. I could have been a live one? But not a style I have ever seen. May not even be Japanese, perhaps Chinese??? One fellow collector thinks it maybe Chinese as they copied a lot of the Japanese items.
