This was thrown in on an ordnance buy/deal. More than likely of Euro origin, considering where I got it. It's 32mm X 250mm. Painted cardboard tube. Appears to be a cork "fuze". The wooly-boogger stuff, on the base(?) may be for cleaning or may just be the driving band/seal. Maybe launched by high pressure air. Maybe a training round of some sort. Weighs a little over 2oz.

Looks like a slip-in booster or burster charge to me, but the padding on both ends is unusual. Check some of the WWII bomb TMs and see if you find anything similar.
 
Looks alot like a pop flare minus the tube Had one similar with the felt cap just my two cents
