M21 What year could it belong to? original or copy?

Hello! I bought this piece for 10 euros at a French fair. If I'm not mistaken, it's an M21, right? Could you tell me the age? It still has some traces of blue paint.
 
Tjhat one is a Chinese copy, fits the M228 fuze mechanism not the correct M205 fuze. Found all over the place now. 10 euros is
the right price :)
