M51 PD fuze

Hi there,

Last week I bought this M51 fuze. Nothing out of the ordinary, I thought.
However, when I disassembled the fuze upon closer inspection I noticed that all small parts are missing; it is lacking the SQ/Delay set screw and all parts of the booster.
Inside the fuze I found a metal part unknown to me that fits the recess for the shutter and the delay internals of the fuze.
This part is turned on a lathe out-of-center, not something one could easily make at home.
The fuze isn't stamped either, only 'IN', like someone wanted to mark it INERT but after just two letters they were done with it.

What do you think? Is this some kind of factory-made dummy, or has someone had a bit of quality time working on this fuze?
