A friend has one of the cartridges pictured above, but the Lig 18 or lelG 18 gun pictured in Youtube is a 75mm field gun. Is this paper cart a sub-calibre practice/training blank?

Yes, it is subcalibre. 75mm gun used an adapter for 37mm cartridge.
