Marking on 6 pounder case query

The headstamp shown is on a 6 pounder, presumably WW1 or earlier. There is no other stamping.
Anyone any idea what it means please?

It is KURE Naval Arsenal anchor with the 2 wavy lines .
Without case dimensions it looks like a Hotchkiss case with the circle around the primer.
