It is an inner fragmentation liner. Judging by the small dia of the steelpellets and the dia/height ratio I would expect an anti-armor mine with the added AP liner to deter from removal. I have not seen this liner before, so somebody else must tell you in which exact model this fragment-liner is used.
Hi, I haven"t seen this on a mine before, would you have any measures? My guess is that this is the outher liner of HEDP submunition, either Yugo (KB-1) or Chinese (MZD-2).
I may be wrong, though.
