Naval mine disposal tool id?

I have just got this item which belonged to a WW2 naval officer involved in RMS / bomb disposal. It came with the locking rings for a LMB magnetic mine. I believe it may be some sort of tool, any ideas?

I met a old chap yesterday whilst doing a display on parachute mines and he showed me this exact circular ring which he had picked up the day after a mine exploded. So it is not a tool at all but part of the mine itself. I am wondering if it isn't part of the arming mechanism, possibly that of the primer release? When dropped from the bomber the bronze part could pull out of the ring and release the primer mechanism which is held in place by the prongs? Any thoughts here?
