Need help identifying an ammunition manufacturer

I would like to ask for your help in identifying an ammunition manufacturer please. I have seen a black 12g Hatton shotshell casing marked with the manufacturer abbreviation of PTL. It is not one that I have come across before. I thought that it may perhaps be a Royal Ordnance item, but as I say, PTL is not one that I'm familiar with.

Any help you can give me will be greatly appreciated.
