Need ID on a 70mm projectile

I believe that I posted this 2-3 years ago, but as far as I know we never got an ID and now I cannot find the thread. Still looking for an identification on this 70mm projectile. It has a steel plug in the nose, and the bottom is tapered to a flat center. The only markings are on the flat bottom portion "70 m/m HE P.E.W. 1915" with a couple of maker's marks. Apologies if this was identified before, but I cannot find any results.

Do you have more info on the company jvollenberg? I also have been struggling to find info on these and seen them numerous times in the USA. When I do see them with their original paint they are the same scheme as on USSUBS.

PEW is Prescott Emery Wheel Co., Prescott, Ontario. Some history can be found with an Internet search.
