I agree with glevum, I think it is a scaled down version of the HE shell for the 28 cm Railroad gun K5 (E). These projectiles were pre-rifled with angled splines along the body. These splines were aligned with the guns rifling before firing. There was a rod with pd-fuze covered by a ballistic cap. The central hole in the base is for a tracer and both other holes are for the rammer.
