Japanese WW2 War Bond

The story I got with this note is that it was Japanese occupation money used in the Phillipines during WW2. While not claiming expertise in ANY field, I have seen my fare share of occupation money, sometimes referred to as scrip. I've never seen any like this. I'm hoping someone onboard here can decipher anything on it to confirm or refute the current theory.
It is 5" X 6"(12.5cm X 16.5cm). It's probably going to get framed.
