Odd Fuses, Any Ideas?

I have these two fuses, there are no markings whatsoever. Are these training fuses? Or could they be unfinished fuses taken from the assembly line? Or something else?

Both fuses are exactly the same, any info on these would be appreciated.

They look unfinished - no powder grooves in the time-rings?
 
I thought I posted one ages ago - a No 80 variation from memory with no powder groves cut like the above, but had the gas escape holes and time scale marked and "REJECTED" stamped on the base.

I'll see if I can dig it out or someone with better search skills may be able to locate the thread.

Nice example that you have there Drew, interesting to see that there are other unfinished examples out there. Mine must have been rejected/removed from production pretty early on having no markings.
 
Perhaps someone who worked in a factory that made them wanted a pair of inert ornaments.
