Odd primer igniter ?

I also picked this up. Naturally the bit with the markings and so on is gone.
What is it and can anyone use it ?

Just a wild guess, but I remember seeing this (or similar) in an 105 mm American m.14 howitzer case, attached to the primer.

This seems small for such a case, primers I knew for that case were much longer. Or is this an older kind of primer and much
smaller. Why the clip ?

I think the primary charge was tethered to the clip...
