Described as '...a high explosive grenade with time fuze...' but looks like a smoke (notched handle, white stripe and text on can) and then appears to explode as HE??

I suspect the explosion is separate from the grenade. Look at the location. A bush. Also the throw was only 7 metres, so no risk of shrapnel injury?

I expect it was a staged set up for the camera.
 
Yeah looks a little too close for comfort if it was a HE gren exploding.

On closer inspection this is a clip from a short film appearing to be warning people against picking up UXO, of which there must have been a large amount in the Netherlands after the War.
