Does anyone know if this is part of a Japanese Torpedo ? Thank you for any help

As far as I know the D2(a) is graduated to 20 not 50.
According to this publication, D-2(a) was gradulated to 0-50 seconds, whereas the D-2(b) was 5-20 seconds and the D-2(c) 0-20 seconds.

Interesting, only the D-2(a) had that specific vane design, however, I have a D-2(a) with 0-20 seconds scale..............
