Does anyone have anything on the Yugoslavian PMRO?

I have nothing on this mine but a note attached to an S-Mine fuze. it would not surprise me if this was something done during either war since these fuzes would have been available. But I can't find any reference showing an artillery shell being used as a mine during the Bosnian war.

Any ideas?

I think you mean the PROM-1 mine

Did the PROM-1 use the S-Mine fuze at some point?
I was thinking this might have been an artillery shell concerted.

S.Mi.35 in Yugoslavian army had index Protivopešadiska mina raspskavajuća otskočna and your PMRO I think is acronim.
