I’ve been advised that PN is Porton.
That's interesting. I have the 37mm Exp Blank too and also these Inert 40mm rounds with the same letter code.

PN is indeed Porton Down. It comes as a bit of a surprise, I was unaware that they had any capability for filling stores. At first sight it didn't appear to make any sense them having any involvement with this type of store. However, with their involvement in the likes of CS and other Riot Control agents it makes sense that they have responsibility for the development of other Riot Control stores.
Tony's rounds would suggest that they don't just have a filling capability, but the capacity for manufacturing.
