Has some of the features of the old style Sonorbuoy/transmitter,the diameter looks about right.
Maybe the outer case has broken or decayed away?

the first one with the images sent to me was found inland on a training area in Germany
the other also found inland on a training area in the UK
 
looks a lot like the reconnaisance bomb 8" No 2 Mk 2
