Positive Identification required

This has been found on a training area and i have been asked to try get a positive Id ,
The only thing i could find in my stuff was a photo of an undamaged one in a display of signals and flares
Does anyone know

Country of Origin
Have Tech drawings or photos

Looks like a Canadian C3 style paraflare rocket. Do you have any dimensions?

So some measurements:

30mm diameter
Tail extended length overall: 31cm
Tail retracted in pre-launch position: 23.5cm

looks like the rocket fired but it didn't fire the para-flare element and it still has the plastic "nose cone".
