For sur a practice round with Brandt design but known romanian shell seems different, rounded head and large misaligned holes (same as original brandt).
Going by the Russian manual I have on practice mortar bombs from 1941, the 82 mm isn't constructed like that.

I have only seen two types of fins on the Russian WWII 82mm mortar bombs. One is like the one in the document shown by Eggburt. There is also a type with ten smaller fins without devices for holding additional charges. I have one of each type. The fin pattern on the training bomb that started this post is of the French style.
