You asked a difficult question which I have tried in vain to answer for a while. I finally came upon these tidbits. If you look at the complete round charts from 1937, both the M38 and the M38A1 are listed. They give a drawing number (82-0-23) for the bomb body for the M38 and not the M38A1 so the assumption is they are the same drawing number. By the 1941 complete round charts, only the M38A2 is listed and the drawing number is once again 82-0-23. This leads me to the conclusion that the bodies for all three are the same but the spotting charge is what differed.
