The driving band looks naval to me. Possibly 13.5" since the photos is dated 1900 and taken at Woolwich. The shape of the shell does not look like a normal naval shell though, more like a howitzer.
Herewith an extract from a list of Service Ordnance at about the time the photo was taken. I had hoped it would include dimensions (length at least) but unfortunately not. Hopefully it will be of interest anyway.
The Navy admits to using 13.5-inch in their 1905 Handbook on Ammunition, and a list of guns etc., held for Proof and Experimental Purposes is much the same calibre wise as the attached list.
