Projectile identification

Hi Could some one help with this one a friend of mine wants some help identifying this, its 4 1/4 inches long and 1 3'8 dia, the drive band turns freely, from base to drive band is a 1/2 inch and the drive band is 3/4 inch, it also has a cavity in the base,

Its a bit strange that the drive band turns freely, also that it looks to be the same diameter as the shell. Is it hardened?

Yes it is strange that the band turns and its slightly lower than the shell so it cant ingage the rifling of the barrel, not sure if its hardened as i dont have the shell.

Could the driving band be a reproduction?

Hi Falcon, I'm not sure, it looks original, it just don't make sense having a drive band like that, the projectile is roughly 37mm, if anybody has got and info on this it would be much appreciated.

In the past I have seen fired bands turned down to look unfired for display purposes. Could that be possible?
 
Euh no, it is not French at all. Clearly Russian, as stated before.
