Firstly I think you need to treat this as a live item and contact the appropriate authorities for disposal.
It looks like it is a semi AP British Naval projectile that has come from the water. The height corresponds to a 12pr projectile but the driving band and diameter are too large. Possibly a 4 inch projectile which has wastage. The base consists of a removable plate (with the holes in it) under which would be a base fuze. If the holes do not continue into the projectile it will not be safe.
