Looks French

The French adopted this style of double band in 1888 It appears to be a 65mm penetrating projectile, likely Navel. I might have a reference to a Hotchkiss gun of that caliber.
 
This is an Austro-Hungarian 6.6cm High Velocity Base Fuzed HE, a Naval round. The lower rotating band and the bottom half of the top band fit inside the case. They also made a nose fuzed projectile for this gun. I have no Austrian naval literature, but have the two versions of complete rounds, and a cutaway like yours. Very nice and rare projectile.
