Question on 2cm case

A friend ask me what the base ring is made for on a 2cm case.
I assume something related to the breech.
Does anyone could help ?

It's called a "belt" and is there to ensure headspace - i.e., to locate the cartridge precisely in the chamber. So it does the same job as a rim, but a bit more magazine-friendly. Usually found on cartridges which are straight or tapered, so they can't easily headspace on a shoulder.
