Rocket Flare 2 INCH DRILL.

I did not realise that there were Drill Rocket Flares made of weighted wood.
This 2 Inch Rocket Flare 1.N DRILL is by H.L. dated 1944. (Who is H.L.)?
The body is 2.25" (57mm) diameter and 22.5" (570mm) long. It weighs 4 lb (1.8kg). The black band is 1.5" (38mm) wide.

How is this Drill rocket used? Does it have a used steel motor and fin fitted.
The rocket is U.P. or unrotated projectile and contains a parachute to illuminate targets.
I show it with a repainted Target Rocket for comparison but the rocket head is much longer. I am very pleased with this find.

Maybe this drill wood rocket represents 2in UP flare rocket (longer).
