I don't have the docs in front of me at the moment, but I have the same piece, a Soviet copy of the US BLU-26. Documents also identify a similar Soviet copy of the US BLU-54 WAAPM (wide area anti-personnel munition), if memory serves it was a POM-1S? It was similar size and shape but had multiple ejecting tripwires and was technically a dispensed (submunition) landmine. This may be where the confusion over type comes from.
