Short range cartridge?

I was told this inert round was a South African short range or guard cartridge,is that correct?

Yes, that is correct. I do not know what the official South African nomenclature is, but it was made (or at least the case was) by Pretoria Metal Pressings in 1980.

PMP is the privatised Government facility that used to be the Pretoria Mint.

I believe this RSA round was based on a French design.
