shrapnell ID

Hello gents, I am new here and I come to you with a question.
I have found this shrapnell body on the ww1 battlefields from the Carpathians.
It's dimensions are: 7.5cm caliber, cca. 21cm height, cca. 1cm width of the driving band. Also it still bear traces of red paint.
My guess is that this is a french made round used by the romanian army but I am not sure.
Can you help me out with this?

I intend to clean it. Can you tell me how to do that in order to preserve the original color?
(if I have to put this question in another part of this forum, please tell me and excuse me).
