Does anyone know the meanings of Soviet ammunition markings with numbers shown in a circle?

For example, I believe an 11 in a circle indicates an item was manufactured in Poland.

Specifically, does anyone know the meaning of "33" in a circle?

A number in a circle (or double circle) is the manufacturors code of a bulgarian manufacturor. Circle or double circle is bulgarian. The number is the code.

33 = ARCUS, Lyaskovetz
11 = VMZ, Sopot

For such ID requests it is always adviseable to attach images of the markings as well as of the whole item. There is no real strict rule to nationality of circles, ovals, squares and barrels surrounding factory codes.
